IIRC, most modern display managers allow you to add a custom welcome message. In KDM, this can be customized with the GreetString. If you need a *graphical* logon banner, you can design your own custom KDM theme. See http://jucato.org/kde/kubuntuthemes.html (section 8, KDM Theme) about doing this on Kubuntu (still applicable on other distros with KDE though).
