I don't have much info on high schools but as far as I know, there's been
quite a history of FOSS use in several universities.  The Physics Department
of the Mindanao State University campus in Iligan (MSU-IIT) has been using
FOSS since 1998 (probably much earlier).  Last time I was there, most of
their desktops and servers for physics computing have only Linux installed
depending on the user's taste: OpenSUSE, (K)Ubuntu, Scientific Linux, and
Fedora Core.  Internet Explorer and MS Office were ditched officially so
those who use Windows XP for clerical use were using OpenOffice and
Firefox.  And there were plans to have 100% of the PCs switched to Linux.  I
don't know what's the status now though.  The only reason some guys there
stick with Windows (actually, dual boot in with their fave Linux distro) is
the Adobe Photoshop and some nifty video editing software.  (Don't ask me
why a Physics Dept needs these stuff, hehehe...)
