It just means that the package containing /etc/issue (base-files) was
last updated on April 3 (or at least the file has that
timestamp). Doesn't mean anything much; it just means that the devs
already updated the files and what-not for the release. The April 8
release just means that the package files were released to the mirrors
and servers on that date.
