yes it is already populated and im using the admin account from the directory. 
i have already set the proper permissions for admin as read and write, for 
anonymous as read only but still no luck.

  Which admin or manager account is it from the directory or the rootdn on your 
slapd.conf? If the latter make sure they have read permissions on his directory
