Google for round robin DNS.  But IMHO it is better and cheaper to just
host your site someplace else.  You can rent web space from a hosting
company or you can get your own VPS.


you'll be better off to have your website hosted somewhere like the US
where they can guarantee you an uptime of 99.9999%. you can choose to have
a dedicated server or vps as holden suggested. the isp situation here in the
philippines sucks bigtime, even if you can afford to set up 3 isp failover,
there is still s possibility that all of them will be down at the same time.
