I'm not sure if the Sempron 3000+ is even 64-bit capable.

There's not much benefit if you'd run it in 64-bit mode and have low
memory as applications would need more memory (due to an inverted page
table addressing scheme when you run in 64-bit mode), aside from you'd
still need 32-bit applications to run some proprietary software.
