True the TESDA is familiar with Microsoft. ( I would not use the word
"pro") as it is  de facto the general usage. Microsoft is very good at
protecting their interests , like any company does, so it remains for a
group to propose Linux to TESDA as an alternative . So that TESDA can
then certify both for competency.
Also, the DTI can find  funding sources for viable proposals. 
It is up to interest groups to request for funding. Government agencies
( in fairness) are struggling to meet their current services , with bare
bones budgets. So it would be very difficult to have them to come up
with new developments unless the private sector requests for them.
the beginning is always a position paper. Also, if various Congressmen
propose and act to include LInux and all its variants as acceptable OS
systems in the country this would help very much.

Usually , funding would take anywhere from 6 months to 2 years to
achieve, depending on the quality of the position paper and the
persistence of those behind the position paper.]
