The most mature FOSS GIS I know of is GRASS.

This software was developed by the US Army's Ballistics Research
Laboratory and runs on most/all Unix platforms.

GIS is sufficiently complex that I don't think there is any
independent GIS project out there which comes close to the
completeness and maturity of GRASS.

That said, I've never used it.  :-)
