I don't understand your question. a NIC is a physical device managed by the OS.
When the OS crashes/shutsdown, it does not work.

Interpreting what you want, do you want a NIC failover? If that is the case,
then NIC bonding is what you need. have deployed it on production on RHEL 4 and
testing for Debian, and works great.
