I used dansguardian before and if I'm not mistaken, the default config is not to block but to just log *hits* to the content filter, most of the time, used for benchmarking your block weights. Setting up a transparent proxy might help ensure all web requests are passes through the filter for analysis.
Additionally, you can use the blacklist to further enhance its capabilities. You may also want to block files types of different kind like mp3.. videos... and so on.
