Resizing Ext2/3 requires resizing the partition and then resizing the Ext2/3 file system. After resizing the partition the kernel needs to know the new partition size so you need to reboot. I vaguely recall that there is a utility that can inform the kernel of the new partition but it may be hit or miss thing depending on the kernel you have running.
