no, i think you got the document all wrong since it's not a flowchart for scripting.
with regards .qmail configuration file, it is only invoked for incoming messages and NOT for outbound messages. and what you really need to do is deal with SMTP to restrict it to messages coming from an authenticated virtual domain user, and intended for another user under the same virtual domain.
