for what purpose?  business use?  home use?  from your email address
i'm assuming business use.  how much bandwidth are you looking at?
where is the bandwidth going to land (geographically)?  how much
reliability do you need (you might need two or more ISPs).  is your
budget reasonable or are you going to bargain hard (by which I mean,
are you going to be a good ISP customer or not, if not, your ISP
options will shrink and quality will probably weaken too, not a
judgement on your or the ISP you choose, just pointing out economic
realities).  What usage patterns (hourly) do you expect?  If in a
grade school school, where usage will be low at night and high in
the daytime, you might be able to get good deals from ISPs whose
bandwidth loads are the opposite of yours.

those are some preliminary items to consider when making the choice.
one of the things I ALWAYS tell people I work with is, just because
you know something, it doesn't mean that other people know the same
thing.  don't assume that everyone has psychic debugging powers. No 
one has psychic debugging powers (although some of us can fake it 
pretty well). We don't know what's in your brain.  there's a good
document online on how to ask questions the right way.  google for 
that.
