Since you are using GMT (UTC), you don't have to worry. The time will not rollback.
for RHEL3, tzdata-2006m-2.EL3 is the minimum rpm for DST compliance, although have tested earlier tzdata-2006a-2.EL3 to work fine. Have not check the RHEL4 for the moment.
