Dear all,

I'm sure everyone who had been following the thread re PLUG must be curious
as to what's been going on, so herewith is an update on PLUG's situation.

*PLUG Registration* - the mysterious situation re PLUG's SEC registration
has yet to be unraveled. Ian had recommended a friend of his to provide info
re this, but we have yet to hear from him. I have emailed Paolo as well to
request a copy of a document he showed us during the last meeting but he has
yet to reply.

I have on my part recommended the services of a paralegal who works for a
law firm client of mine, and she was kind enough after one of her usual
trips to SEC, to report that PLUG's initial submission had apparently not
been touched for five years. Apparently an applying NGO like PLUG needs to
have supporting papers, none of which were submitted. This means that we
have to find out what supporting papers these are, and pay a fee for late
submission.

Thusly I am inclined to believe that applying for a new registration seems
to be best. I then tried to call and email SEC to find out more info to
support this. Unfortunately no one answers after lunch, and their default
email sends back an out of office reply. I got through their numbers once,
and was told there was no electricity so if I call back later they can
definitely help me. I called the next day, and they had electricity but the
lady who answered said they can't do such inquiry over the phone so I have
to appear personally.

Since a client I usually visit is at nearby Galleria, I will try to find
time to finally visit the wonderful SEC (which is helpful if there is no
electricity but not helpful if there is), today.

*PLUG website* - Ryan Ching has been valiantly starting the website, but at
the moment it has no direction. This is an integral part of PLUG so
therefore, the time has come for me to submit an 'application':

*My submission to PLUG*

As Ian suggested, the need for someone to step up is important so I would
like to humbly submit my application to all of PLUG - in other words
everyone on this mailing list. If it so pleases the list, I would like to be
in charge of 'rebooting' PLUG for a one year period.

*Herewith are my goals by quarters:*

*1st quarter months (Setting up house):*

1.0 Set up and administer the PLUG website.
1.1 This website will allow for members to sign up and create user profiles.
These user profiles will allow PLUG to recognize its members, subsequently
allowing members to recognize they are a part of PLUG, and show to all the
world just how large in number PLUG is. This will provide important
demographics such as how large and varied PLUG's membership is (via
determining geographic location(s), age, professional capacity, approximate
income, gender, etc.). This is invaluable info that will help guide PLUG's
future activities.
1.2 To keep content fresh, fast - moving and assure readership, this website
will also act as an aggregator for PLUG bloggers that occasionally publish
info relevant to PLUG (and tag these as such) such as experiences with
Linux, tips, tricks, opinions, reviews etc.
1.3 Ian had also recommended a WIKI for archiving information.
1.4 There will also be a newsletter function for creating and publishing
content specifically for the site, but mostly for official PLUG
announcements. I am hoping the feeds from PLUG bloggers + profiles would be
the main draw.

2.0 Finally demistify and establish PLUG SEC registration.

3.0 Establish a board.

*2nd quarter (Determine goals):*

1.0 Once there is a firmer grasp of PLUG membership, we can proceed to
determine what sustainable goals there are worth pursuing given PLUG's
available members and what in their capacity they have volunteered.
1.1 Collate ideas and suggestions for review. Provide a function on the
website for this.
1.2 Establish fund - raising activities needed to pursue said goals.

*3rd and 4th quater (pending)*

Before the 3rd quarter arrives, we should at this point have a better idea
of who and what PLUG is and make plans forward. As such, from where we are
now, its wasteful to make plans six months away and without the necessary
info that is yet to be collated from 1st quarter activities. After the 4th
quarter, someone else would then take over.

*Finally, Who Am I and why am I doing this?*

For those who are wondering (and justly so) who the heck I am, my name is
Gabriel 'Gary' Mercado, my blog is at http://lefthandedlayup.com and I just
readied its About page for your visit. I am 39 years old, a writer, a
developer and a businessman. I bring to the table mostly my web publishing
experiences, some organizational skills and hopefully, common sense.

I would like to help out because I believe in open source and its untapped
role in the Philippines. I am a great believer in the Internet and keeping
it open, and I think that PLUG has the ability to counter efforts by
companies and institutions that threaten this.

My philosophy in helping PLUG, or any advocacy for that matter, is that I
will not promise to give more than I can. Just like most people I am busy
pursuing my goals and trying to put food on the table. The goals I mentioned
above are 'easy' for me to do because they are in synergy with what I do
everyday anyway. Therefore there will be no boring events and constant
meetings, and we'll meet only when we have a clear agenda.

I think I can give only 5% of my time to PLUG but I don't think PLUG needs
any more than that. Open source, just by being a good idea, is making
headway all around the world. It just needs a little push here and there and
I want to play a part in doing that.

If my proposal sounds good to you, PLUG member, please let me know so I can
get started immediately.
