You may also want to include the locales-ja

These are the base files for language localization. You also need to install 
the specific locales-?? for the language(s) you want. Then the user need to 
set the LANG variable to their preferred language in their ~/.profile 
configuration file.

This is if you want the user to be able to use the computer in Japanese 

openoffice.org-l10n-ja - Japanese language support for OpenOffice.org​
im-ja - Japanese input module for GTK2​                
kde-i18n-ja - Japanese language support for KDE
