Thank you for uncovering a false positive that mod_security rule 960035 has with Mailman. I have disabled that rule, which was ironically blocking the URLs because they ended with the ".com" extension. It took me awhile to remember that before the "dot com" era, that was an extension for DOS executable command files. Heh heh heh.
