If you mean WiFi hot-spot, you need sort of captive portal system like Chillispot. Im sure there are other alternatives. Chillispot is included in DD-WRT firmware for some router/AP devices. I had my D-link DIR-300 flashed with above firmware and it works flawlessly. Also read about radius.
