I have just manage how to work on your first suggestion. I'm now halfway to it 
and probably will finish it today. I have now multiple radius daemon in my 
backend server but it is icradius. Some of the radius is freeradius (out of 5, 
two is freeradius and 3 is icradius).  I'll check if I can use icradius on 
those freeradius setup.

yes.. see the "listen" section of your radius.conf and specify the
port number there...

example..

listen {

   ipaddr = *
   port = 1812
   etc..
   etc...

}
