If you're not getting interface rate, that's not a leased line.

A "leased line" is a virtual circuit interface, you control the
routers at both ends. So you really get your 2Mbit. What you really
have is an IP aggregated link... good luck getting 2Mbit out of that.

Peering with HK-based ISP's might be an issue, maybe you should get
your bandwidth from Reach (in RCBC Plaza... unless they're gone now)
as they are/were partially owned by PCCW which is pretty much the
telecom monopoly in HK.
