I don't think Acrobat is actually intended to make documents ;-).
Perhaps the document was made in InDesign, PageMaker or some other DTP
programs, and you've lost the source? But if you want to hack the PDF,
pdfedit (Ubuntu/Debian package available) may be of help. Also the
latest version of inkscape can read in the PDF directly, experience it
always gets the fonts wrong (it gives the text an ugly looking
default.)

I've seen a friend actually edit a PDF using Adobe Illustrator (which
I believe is the native file format of illustrator), but even with
Adobe's proprietary tool you can only go so far. The justification
(right/left alignment) is likely to be affected if you replace whole
paragraphs. It's okay if all you want to do is correct a few typos
though. I'm not sure if the images can be replaced.

Acrobat is also okay for adding crop marks and other minor edits. But
for long term "maintainance" your only choice is to use the source
file and the program that produced the PDF output or the page data
that was sent to Acrobat Distiller.
