Try Cygwin. From the makers of Redhat, this software is the first I install whenever I get my hands on a windows machine. It has all you need... ssh/scp, apache, perl, vim and bash. Plus, you don't need admin account to install it. This way, you bypass all your problems, and when done, just scp it to the remote site and test.
