You got your specifications right. It is easy to install FOSS based ERP systems. Its a different thing customizing and learning how it works. Here in Davao we have been promoting WebERP. But what we do is simply install. Our partner CPAs do the customization (accounting side) and they train the personnel. The model works well for us. Since you are a Java shop, it would be great if you can find people who have learned OpenBravo. You can easily extend it if needed. I heard a lot of good things about it. Carlo Dafarra who wrote the FOSS SME Guide highly recommends it.
