As to limitation you can tweak: MaxNoOfTables, MaxNoOfUniqueHashIndexes, MaxNoOfOrderedIndexes etc. look at http://dev.mysql.com/doc/refman/5.1/en/mysql-cluster-ndbd-definition.html
Also check your cluster process have the right permissions. Make sure you started the process in the correct order.
