Hi:

   I'm having some problems with one of our web based application. 

   root problem:
   =============
   a) Unable to start Apache

   Error message
   ===============
Starting httpd: (99)Cannot assign requested address: make_sock: could not bind 
to address 16.238.80.153:80 no listening sockets available, shutting down 
Unable to open logs

  What I've tried
  =================
  a) Check for running httpd processes using "ps afx"(none)
  b) Check for running tomcat processes "ps afx"(none)
  c) Use commands like "lsof -i -n" and "netstat -a" to check the status of 
port 80

  
  Any other way of trouble shooting this? I don't have root access and I don't 
have permission to do stuff such as rebooting the server. I can't even read the 
syslog.


  Operating System :

  Red Hat 4.1.2-14
