Managers of hardware and software development companies with matured
SDLC processes will disagree with you.

Testers are encouraged, if not mandated, to know what applications are
supposed to do. So they can write better test plans, and thus shorten
the SDLC, and thus get products out to users as fast as possible, and
with less bugs or security problems, and developers spend less time
writing patches.
