there's a free app out there called dvdshrink that does this too

The reencode the videos at a lower quality (lower bitrate, lower resolution,
etc. for audio and video) to something like VCD-quality or lower. Even NERO
(in windows) do this if you want to cram a lot of video into one DVD-Video
format.
