according to comelec, there is a backup plan in case transmission thru
cell carriers is not possible (jammed signals including). but they
will not divulge what this backup plan is.

maybe, these jamming operators want to lure comelec into going to the
backup plan so that necessary dagdag-bawas can happen in the backup
plan.
