Try using combination of cfengine and ldap, works like charm:)

Im looking for the best way to manage generic accounts in linux(e.g root, 
application users etc..) in a very large environment. Best way in as far as 
auditing, logging who su'ed, logging history for all users etc, most secure way 
to store passwords. I know there are different tools
