I'm not sure if "kill -SIGHUP `pgrep ntp`" will work with Solaris ntp. AFAIK,
SIGHUP would trigger the application to reload its configuration.

I based my first reply on how we handle ntp restart in cfengine:) Maybe it's
time for you to use automation tool to manage those 2000 unix boxes.

 (sunos_5_8|sunos_5_9).hup_ntpd::
  "/etc/init.d/xntpd stop ; /etc/init.d/xntpd start"
 sunos_5_10.hup_ntpd::
  "/usr/sbin/svcadm restart ntp"
 redhat.hup_ntpd::
  "/sbin/service ntpd reload"

But is there a way to force ntp to re-discover new host without restarting?
I have more than 2000 unix servers global.
