I'm not sure if "kill -SIGHUP `pgrep ntp`" will work with Solaris ntp. AFAIK, SIGHUP would trigger the application to reload its configuration.
I based my first reply on how we handle ntp restart in cfengine:) Maybe it's time for you to use automation tool to manage those 2000 unix boxes.
