I am well aware of ArcusIT and their PisoCloud program, and that they Windows and Linux servers and other SaaS stuff.
They, like other local hosting providers, would become relevant to this government private "cloud" (urghh) if their servers are situated in the country. My point is actually more on - it won't really matter whether proprietary or FOSS solutions are used, as strengths of each platform can be leveraged depending on circumstances. What matters most is if the solution can be delivered properly and promptly.
