What I've found, after frustration with the same issue, is that if you open the bookmarks sidebar (keyboard: CTRL+B; menu: View-> Sidebar-> Bookmarks) and right-click on the bookmark folder you want to sort, or right-click on "Bookmarks Menu" if you want to sort all your bookmarks, and select "Sort by Name," then Firefox will preserve the sort order. Note that if you have a lot of bookmarks it will take several seconds; I've found that whistling helps pass the time. If you do it this way, then go back to Bookmarks -> Organize etc., you'll see that they are, in fact, now sorted in alphabetical order. Don't ask me why it only preserves the sort order when you sort via the sidebar. It just does. I have accepted that this is a question I will go to my grave not knowing the answer to.
