They are a resistive load meant to be run at the full battery voltage, so they would limit the current possible through the starter to roughly the same as they would use without it in series, since the starter has so much lower resistance than they do. So if the starter solenoid was engaged and the light switch on you wouldn't see much difference in the light output from the headlights, but the starter sure wouldn't be spinning!
