Are you using caching with Squid, if so that might be your problem.  Have you 
tried telling Squid not to cache that server address, I believe there is a 
nocache option.  Also proxying streaming video is counter productive, and your 
poor Pentium III is way underpowered for any Web 2.0 traffic.
