FWIW I never did state it explicitly, but yes, that's what happened in my friend's case - he could continue to use third-party SMTP servers via port 587, and in fact could continue to use them on any port other than 25. Normally I would encourage people who disagree with policies like this to stop doing business with these ISPs, but that is only really possible in areas where there are competing broadband services that offer a real choice. Back in New Hampshire (where I'm originally from), there was always only one cable internet monopoly, and most residences were too far from their phone switch to get DSL.
