I presume MHCRC mainly wants to hear from constituents, i.e. residents
of "Multnomah County and the Cities of Fairview, Gresham, Portland,
Troutdale and Wood Village":

The survey does ask the locale of your residence and workplace, so I
assume they can filter responses appropriately regardless. Sorry I was
unclear about the purpose of the survey before.
