Personally, I like the idea.

However, the issue I see is that there are recruiters who plant bogus resumes 
in sites like you are talking about in order to find out about gigs that 
haven't been posted elsewhere.  

I suspect, dealing with people who try to game such a site will be a lot 
easier if such things are considered during the design of the site.
