Well, I'm half-way there. In alpine's Setup -> Config (which changes ~/.pinerc) I modified the Display Character Set from ANSI-X-1968 to ISO-8859-1. That allowed me to view the above message correctly. However, when I respond (and alpine's running in a rvxt virtual console), the quoted lines do not correctly display. A-ha! When ispell checks the message before sending the accented characters are OK. Ergo, it's the way the editor (joe) displays them. So, now to find how to set joe's default character set.
