This isn't something I have worked on for awhile, but at last check,  
Pinnacle makes PCI cards for TV tuning and PVRs that work with a  
number of popular Linux distros.

Make sure you get one that can do HDTV. For your price range, I don't  
think it's likely. Pay more now, and it'll last you longer, IMHO.

As for your PlayStation 2, if the card has a secondary video input  
(for VCR or camcorder, or something), you could connect it to that. In  
my case, back a few years ago, I didn't use it. I opted to connect my  
XBOX to the video input on my monitor, and switched to that input when  
I wanted to play console games.
