While this may have been a suggested way to do upgrades in days
long past, upgrading in this way on ubuntu is *not* recommended and
there's a distinct possibility that you can be left with a borked
system afterwards.

The recommended ways to upgrade ubuntu are through update-manager (the
default gui update tool) and do-release-upgrade (cli). Because 8.04
is an LTS, it won't ask if you want to upgrade to non-LTS releases by
default; you'll either need to use the Software Properties to change
the setting, or run "update-manager -d" or "do-release-upgrade -d". See
the pages linked off of https://help.ubuntu.com/community/UpgradeNotes
for more details.

Yes, install ubuntu normally, and then apt-get install xubuntu-desktop.
Furthermore, you could do them in either order:

  - install 8.04, upgrade to your desired release (9.10?), install
    xubuntu-desktop

  - install 8.04, install xubuntu-desktop, upgrade to your desired
    release (9.10?)

However, two things to keep in mind:

  1) if your 8.04 image is 32bit, you'll probably want to download
a new iso anyway, as switching an installation from 32bit to
64bit is non-trivial (and multi-arch support is not here yet).

  2) upgrades will end up downloading a lot packages, particularly if
     you're upgrading through several releases (e.g. 8.04 -> 8.10 ->
9.04 -> 9.10), plus there's time involved to upgrade all those
packages. It's probably faster to just download the xubuntu
release iso you want and install from that.

One other issue you may have with trying install and upgrade off of
8.04 media is that, depending on your new system's hardware, some
critical piece may not be recognized, like your network card.

The sources.list will be the same, whether you use the xubuntu (XFCE)
desktop, the ubuntu (GNOME) desktop, or kubuntu desktop; they're all
part of the ubuntu project and all use the same package archive.
