You may not be able to log in as root directly from ssh.  Many sysadmins
prevent root from logging in as a security measure.  Just copy the files
to your directory and then use "su -" or "sudo su -" to become the root
user and copy them or unzip them to whereever.

Oh, and the option is:
   PermitRootLogin (yes|no)
in /etc/ssh/sshd_config
