I'm not sure what autohotkey does.  But in KDE, you can create all
sorts of shortcuts, in
  Control Center -> Regional and Accessibility -> Keyboard Shortcuts
and
  Control Center -> Regional and Accessibility -> Input Action

I'm sure that gnome has something similar.
