You absolutely can't upgrade from 10.1 to 13 directly. You've got to
step from like 10.1 -> 11.1 to 12 -> 13

Pat moved the package format from tgz to xz as it's a far better
compression format, in fact I believe Fedora is using it some capacity
too.
