Admitting that I am not an expert ... I have never seen that in Gimp 
but, you can do it in OpenOffice.
    Open a new text document
    Insert an image (Insert->Picture->From file)
    Grab and edge and push or pull it as desired (left mouse click and 
hold to drag, for example)
If an 8.5x11 sheet wouldn't work for you ...
    Format->Page->(and on the Page tab) change the settings under Paper 
Format
Hope that helps, but maybe someone knows a better way?
