The solution isn't pretty though.  It's where the files are on the ftp
server that makes the difference.  Historically, there was a Fedora
directory with a directory called base and another called RPMS.  Fedora
Core 5 and later don't seem to expect that.  I had to link the RPMS
from the root of the install tree.  The repodata directory seemingly 
has to be accessible from the Fedora/base directory instead of the
normal place, Fedora/RPMS.  So I end up with 2k+ links in the root
directory on my ftp server for the rpm packages covering up the iso
directory and the mount points for the individual iso images.  I think
I can tweak this some to unhide the mount points now that I know the
proper directory structure.  Is is too much to ask for the Fedora
community to publish what has to be done on the ftp server to create
a usable repository?  Maybe I didn't give google the right search
terms...
