If data costs that much, then any internet-based solution over the cell phone netowrk is clearly going to be expensive. You might try borrowing free wifi networks and doing VoIP/email over those. That should be close to free (though you might need to buy a coffee at the local shoppe). The combination of VoIP and WiFi might also drain batteries fast.
