At Russell's suggestion, I have looked at the value reported in /sys/class/power_supply/BAT0/voltage_now. On a fully charge battery it reported 7880000. As the system shut down due to low voltage it reported 5933000. The values change in increments of 9000. I assume the reported values are in microvolts. The battery is rated at 7.4 volts.
Is it possible that these values are actually what the battery is producing, or is it likely that there is a calibration error? BTW, the other values in BAT0 (current, charge, etc.) do not change, so I assume that the system is not measuring those. Anybody know where any of the details of these system measurements is documented?
