For the phone thing, you can use voip devices - like Linksys spa2102.  Those are
are out there on the cheap.

For the camera and wireless, something like http://www.pcengines.ch/
alic boards with a
wireless card and usb camera attached would work.

Then again if you are really on the cheap, and time is not really an
issue, getting replacement drives
might be a better way to go.  Checking the  drives, get the sg3-utils
package and use sg_logs -a /dev/<device>
to get a list of errors the drive is seeing.
