The answer is going to depend on what your problem is.  All DSL is
going over Qwest copper.  If the problem is with the copper, then
switching ISP's won't help.  Some copper terminates on Qwest DSLAMs
and gets forwarded to your ISP by Qwest.  Other copper terminates on
Covad or Integra or maybe some other CLEC's DSLAM and gets forwarded
to the ISP by them.  If the problem is in the DSLAM, then you should
pick an ISP on a different "better" one.  If the problem is at the ISP
(their internal or upstream routing, their services, their customer
service or billing) then you can pick another ISP to try to solve the
problem that way.

I am an Aracnet customer (on a Qwest DSLAM) at home and am fairly
happy.  We have a few outages a year.  Personal Telco has worked with
Integra and generally have good service from them, but they tend to
focus on business customers only (they apparently have a bonded-DSL
service that can be quite fast).  There is Easystreet, Hevanet,
Spiretech, DSL-only.  In the Pearl, depending on where and if you have
room for an antenna, you might be able to get service from Stephouse
Networks over wireless.  I am sure there are others I am leaving out.
There are some Personal Telco nodes on Clear as well, and our
experience with them has been: if you have a strong signal, you are
okay; if you don't have a strong signal then look out!

Comcast is fast, generally, but they are monopolists that don't
respect your freedom.
