OK, set the clock on the D-Link to an ntp server at dlink.com and
enabled daylight savings time. 

Then I factory reset the Linksys, connected via wireless, set the IP
address to 192.168.0.3, turned off DHCP server, and set the LAN address
to what the Linksys sees on the D-Link, i.e., 192.168.0.0 and
255.255.255.0. Saved the settings, turned off wireless on the laptop,
reconnected to the Linksys via ethernet to be sure it was still
connecting with copper.

Then I attempted to connect with the phone. It failed to get an IP
address. But after refreshing the logs in the D-Link I find:

        [INFO] Mon Mar 28 20:23:56 2011 Access denied to LAN system
        with MAC address 002376D41C61

That is the MAC address of the phone.

So it appears my hunch may be correct - it's the D-Link that is being
obstreperous. Any D-Link experts here?
